KEY INFORMATION
There are different types of motion picture film:
  • sensitive, which cannot tolerate scanning;
  • less sensitive, which allow inspection only using carry-on baggage scanners.
Checked baggage scanners are dangerous for all types of film and must not be used.

At Tbilisi Airport, the "RapiScan 622 XR" carry-on baggage scanner is used.
The possibility of scanning depends on the characteristics of the specific film.

Key Technical Characteristics of Motion Picture Film:
1) ISO / ASA (sensitivity)
  • Up to ISO 200 - usually one pass through a carry-on baggage scanner is allowed;
  • ISO 250โ€“500 - increased risk, depends on the scanner type;
  • ISO 800 and above - must not be scanned;
  • Push film (planned push processing) - must not be scanned, even if the ISO is low.

2) Film type
  • Negative (Color / B&W) - more resistant;
  • Reversal / Slide - very sensitive, better not to scan;
  • Unexposed - most vulnerable, do not scan;
  • Exposed, not processed - extremely sensitive, do not scan;
  • Processed - no longer critical, scanning is allowed.

3) Film status
  • Unexposed - scanning is strongly discouraged;
  • Exposed, not developed - scanning is not allowed under any circumstances;
  • Developed - scanning is permitted.

The most dangerous combination is exposed + not processed.
FILM DELIVERY
Transporting Film from Europe to Tbilisi

Project Start Preparation:
At the beginning of the project, we always ask the foreign production team for:

  • Technical specs of the film (standard specs, ISO/ASA, film type, exposed or not, any planned push, whether it has already been scanned);
  • Exact quantity of the film;
  • Invoice (may be needed for customs);
  • Delivery and return dates of the film.

Before the flight from Europe to Tbilisi, the foreign production team contacts the departure airport and lab to ensure the film does not go through an X-ray scanner. We cannot influence this process.

On the Georgian customs side, our Admin / Coordinator:

  • Sends an official email to customs at air@rs.ge at least 2 days before the film arrives;
  • Includes film information and requests inspection without scanning;
  • Sends a copy of the email (in both Georgian and English) to the person transporting the film;
  • Calls customs to confirm the email was received and gets verbal approval (customs usually does not reply by email), which is enough to import the film;
  • Confirms by phone if a manual inspection will be needed. If yes, we prepare a tent for inspection:

  • Once the film arrival date is confirmed, we find a potential technician and tentatively book them. Two days before arrival, the official email is sent to air@rs.ge, and we call +995 322 262 188 to confirm if the film can be released without inspection or if manual inspection is needed. We also confirm if our technician is required or if the airport staff will handle it.

Sending Film from Tbilisi Back to Europe:

Returning the film in carry-on luggage under our responsibility is not possible.

The foreign production team can take the film in carry-on luggage and go through the scanner under their own responsibility (the airport scanner is suitable for film), or we can use the company "LASARE" to ship it without X-ray scanning (detailed instructions below).

FILM SHIPMENT
Instructions for sending film through the customs company LASARE

The whole process takes from 3 to 7 days, depending on flight intensity and availability.
LASARE works 24/7.

For sending the film, Admin / Coordinator writes an email to: sales@lasare.ge with details:

  • weight of the film (on average one can โ‰ˆ 500 g);
  • total weight of the package;
  • box dimensions (measured when purchasing).

Recommendation: send the film in protective Pelican cases (tool box, purchased separately, photo below).
Cost of one box - 30 GEL.

After receiving a reply from the LASARE operator, Admin / Coordinator:
  • chooses the shipping date and gets confirmation from the operator (date is coordinated with our producer if needed);
  • requests the operator to reserve a place on the plane and gets confirmation;
  • receives the air waybill number (AWB) from the operator;
  • prepares and sends a letter on our side on company letterhead with a description of the package, and if from a private person, it is also prepared but in regular format, without letterhead and stamp (example for company and text for use below).

In the letter, Admin / Coordinator must:
  • describe the contents of the package in detail;
  • indicate the reason why the film cannot be scanned;
  • indicate the air waybill number (AWB).

One day before shipping, Admin / Coordinator comes to LASARE (preferably in the morning) and brings:
  • already packed package with a DO NOT X-RAY sticker (photo below);
  • tent for manual inspection of the film.

After the filmโ€™s shipping date is known, we find a potential mechanic in advance and tentatively book him for the required date. One day before the filmโ€™s shipping, we additionally confirm with LASARE if our mechanic is needed or if the inspection will be conducted on their side (based on experience, they assign their person who already knows how to properly check the film).

The registration process is carried out step by step and Admin / Coordinator is present everywhere:
1. Manual inspection of the film in a special room;
2. Admin / Coordinator fills out the form on site:
  • senderโ€™s information;
  • receiverโ€™s information (requested from foreign production in advance).
3. After filling out the form by Admin / Coordinator, the LASARE operator enters all data into the electronic system;
4. In the brokerage company (same building, 2nd floor) Admin / Coordinator prepares the invoice according to the air waybill.

In the invoice it is mandatory to indicate (Admin / Coordinator checks it carefully):
1. Invoice number;
2. Package weight (on average one can โ‰ˆ 500 g);
3. Transportation cost (clarified at the customs cash desk);
4. Package cost (approximately 1 film โ‰ˆ 40 USD);
5. Total length of the film (indicated on the film cans);
6. HS code (indicated in the air waybill);
7. Air waybill number (AWB);
8. Note that the package is not for commercial purposes.
Invoice preparation cost - 60 GEL.

After receiving the invoice, Admin / Coordinator goes to the Tax Service (adjacent building):
  • provides the air waybill and invoice;
  • informs the reception that we want to clear and send the package;
  • gives the documents to the officer.
The procedure takes 20โ€“25 minutes.

After the Tax Service, Admin / Coordinator returns to LASARE customs:
  • shows all documents at the cash desk;
  • pays for transportation.
The cost of transportation and registration services depends on the weight, size, and volume of the cargo.
For example - sending 8 pieces of film in a black box, total weight 5.8 kg, package dimensions 24ร—36ร—19 cm, cost 670 GEL.

โ— IMPORTANT - All documents are issued in 2 copies, and in the package there must be one version of each (Admin / Coordinator ensures it is placed or places it personally):
  • air waybill (AWB);
  • invoice;
  • customs letter from the sender (prepared by Admin / Coordinator on company letterhead, photo below).

Receiving the package
After the whole process is completed, we provide the foreign production with the flight number and tracking number.
From their side, a representative of the foreign production must meet the package at the airport and collect it using the tracking number.

EXPENSES
There are no additional costs upon import if a manual inspection is not required.
If customs requests a manual inspection, the following cost applies:
  • Tent rental for 1 day - 50 GEL
Additional costs may occasionally apply for a film technicianโ€™s shift to carry out the inspection process.

General Cost Breakdown for a Standard Shipment of 8 Motion Picture Films to Paris:
  • Black case - 30 GEL
  • Invoice processing - 60 GEL
  • Transportation cost and processing of all documents - 670 GEL (varies depending on the quantity and weight of the shipment)
  • Tent rental for 1 day - 50 GEL

TOTAL: 810 GEL
